In 2016, investigations revealed that many of the state’s small towns rely on those tickets for over 30% of their budget needs. Despite the fears expressed by both civil rights advocates and lawmakers alike that over-reliance on revenue from traffic tickets can lead to abuses, there’s no sign that the practice is changing.
